This is a continuation of #6663 contributed by @Nirvikalpa108
This updates the Scala version used by the metabuild to Scala 2.12.15 (https://github.com/scala/scala/releases/tag/v2.12.15), and adds
-Xsource:3flag during the compilation of metabuild.
