upgrade symengine and symengine_py to the most recent releases, drop patch

Fixes #34141

tests pass, as follows:

./sage -tp --optional=fedora,pip,sage,sage_spkg,symengine,symengine_py src/sage/symbolic/symengine.py

for some reason symengine_py is not automatically detected, so I had to pass it explicitly

conda builds are failing for an unrelated reason (a new furo package wants newer sphinx)
