This would use tj-actions/changed-files (already in use in .github/workflows/ci-linux-incremental.yml) to determine where changes are made and choose a label such as "c: algebra" etc. accordingly.

This will help in particular with PRs from new authors who are not in the Triage team and therefore cannot set labels.
