We used to restart on wakeup from system sleep (detected as not having been scheduled for a long time). This detection hasn't worked for a long time, years. We've moved away from requiring restarts from most things already. Instead of fixing this broken functionality we should simply remove it, then ensure anything that required a restart after wakeup is simply something that is periodically checked / refreshed instead.
