I think I will go ahead and merge these changes soon, mostly because they should only affect DICOMs where bitsAllocated=1, and previously we had incorrect (or an error) behavior there anyway. The tests pass, and this appears somewhat consistent with Pydicom's approach, so I feel it's better to include in the next release than not. |

This will address #211 for the case bitsAllocated = 1. |

This adds initial support for bitsAllocated=1 assuming LittleEndian ordering.
I'm not sure if we should be assuming LittleEndian ordering all the time.
