Refactor to use ESLint's CSSTree fork #8465

Hi folks,

Over at ESLint, we've decided to create a fork of CSSTree due to the long release cycles of the official CSSTree. We've incorporated updated type definitions and syntax definitions:

We'll be continuing to make updates and fixing things that are blocking us, and we'd like to invite you to consider using and contributing to the fork, too.

We intend to contribute changes back to the upstream repo as we make changes (at least, any changes that will be welcome in the upstream repo).
