I noticed today that the Surface Quest is permanently asked in a loop when I select surface=dirt for a highway=track.

After I checked the tag editor in SCEE, the surface was saved correctly, but I also noticed that tracktype=grade2 was already entered.

How to Reproduce

1. Find a highway=track that only has tracktype=grade2 without surface
2. Select the Surface Quest
3. Specifies Dirt as the value
4. Check whether the quest appears again after confirmation

Expected Behavior
If the ‘Surface matches Tracktype’ check recognises that the Surface here does not match the Tracktype, the Tracktype Quest should follow and not the Surface Quest again, right?

Versions affected
I used SCEE 60.1, but I assume that this quest has not been changed from StreetComplete upstream.
