Describe the bug
Existing user. Admin trying to change role type but cannot select apply button unless in a password field is entered.

To Reproduce

1. Create a user
2. edit user and change role.
3. Apply button will not be select able without entering in a new password.

Expected behavior
Change user roles without having to overwrite existing user passwords.
