AttributeSetBuilder is currently tied to BINARY resources mode. Previously if AttributeSetBuilder was used in NATIVE resources mode a rather cryptice error would be reported. This commit explicitly checks the mode and reports a specific error message. PiperOrigin-RevId: 694298414
