This PR extracts part of robolectric#9344, to only include the migration of the Gradle files to Kotlin. It also enables Spotless on Kotlin Gradle files. The plugin classes will be migrated in dedicated PRs.

This PR extracts part of #9344 to only include the migration of the Gradle files to Kotlin.
It also enables Spotless on Kotlin Gradle files.
