Re-export CheckBytes to allow self-contained rkyv/validation feature flag.

This will benefit downstream crates with rkyv feature flags,
example: chronotope/chrono#959

  • avoids having the downstream crate from maintaining their own versioning of bytecheck
  • simplifies conditional feature flagging
