Use uv in sample YAML files #3039

Description
After the following two PRs are merged, we can use uv to install dependencies in the sample YAMLs instead of relying on ray-ml image.
- [Core] Implement py_executable support for runtime environments to enable better UV support ray#50160
- Runtime environment hooks to load runtime_env from uv run environment ray#50462
