• I had searched in the issues and found no similar feature requirement.

Description

1. Create a YAML to use ray.io/ft-enabled for testing to ensure we don't break the backward compatibility.

• The new YAML can put in config/samples/ray-cluster.deprecate-gcs-ft.yaml.
• Example: https://github.com/ray-project/kuberay/blob/release-1.2.2/ray-operator/config/samples/ray-cluster.external-redis.yaml

2. All other YAMLs should not use ray.io/ft-enabled. For example, ray-cluster.persistent-redis.yaml is using ray.io/ft-enabled. Use GcsFaultToleranceOption instead.

3. API server still uses the annotation. It's not necessary to update it before v1.3.0.
