Right now the user has to manually install the ui-plugin-operator to be able to install UI extensions. This was not the original intent, but this is how things ended up due to implementation timeline.

Tasks

• Update description and README of https://github.com/rancher/ui-plugin-operator once the PR is merged.
• Remove the packages folder of rancher/charts for the ui plugin operator.
• Make a doc issue so that docs are updated related to this change.
