What kind of request is this (question/bug/enhancement/feature request): bug

Steps to reproduce (least amount of steps as possible):

• Do a docker install of rancher - command - docker run -d --privileged --restart=unless-stopped -p 80:80 -p 443:443 rancher/rancher:master-head
• When you try to access rancher URL - user is redirected to username/password screen (in about few seconds after the docker command has finished)

• When user tries to login it throws the above error ^^^
• On a refresh of the page, user is navigated to "Welcome to rancher" UI with 2 options Set Default View to choose and to set new password.

Expected Result:
User should not see username/password screen before the user sets the password for the rancher server.

Other details that may be helpful:
Might not always reproduce.
