mecabはシステムのファイルパスエンコーディング（windowsならUTF-16）でファイルを読み込みますが、OpenJTalkはUTF-8を想定しているので変換が必要です。
コードを追っていくとその用途のコードがあったので、そちらに切り替えるプルリクエストです。
