Description
As a result of implementing new ISAPT variants, a printout of dipole moments before/after link reassignment was added. This printout does not make any sense for the original
FISAPT_LINK_ASSIGNMENT == C
variant (there was no link reassignment so what do before and after even mean?).This PR removes this spurious printout for old link reassignment schemes
