In planetscale/planetscale-go#261, we added an
omitemptyparameter for cluster size on database creation because the API defaults to the smallest cluster size if it is left blank. This pull request pulls in that change and removes the hardcoded default, so we aren't dependent on the CLI defaults anymore.
