Issue Summary

Panning with the pen tablet's middle click or right click breaks stuff. Left clicking with mouse in the canvas unbreaks stuff.
Middle click or right-click panning with the mouse is fine.
Panning with the pen tablet while holding space and click-dragging is also fine.

Actual Results

Once I pan with the middle click or right-click on the pen-tablet, the following stuff goes wrong.

1. Select tool will not finish selecting with Pen-Tablet click, only with mouse click.
2. Tool hotkeys stop working. Meaning I can't switch to pen or eraser with keyboard shortcuts. Other keyboard shortcuts like undo-redo work fine.
   Left clicking with the mouse inside the canvas immediately after middle click or right-click panning with the pen tablet will prevent the above from happening.

Expected Results

Middle-Click or right-click panning with the tablet's pen will have no effect on the select tool's operation or the ability to switch tools with hotkeys.

Steps to reproduce

Pan the canvas while holding down the middle-click or right-click on the pen-tablet>Try using the select tool or switching tools with hotkeys.

  Nightly Build Feb 25 2024

• Operating System:
  Win7, Win10

• RAM Size:
  2GB(Win7), 8GB(Win10)

• Graphics Tablet:
  Huion Inspiroy H950P (Win7) , XP Pen Artist 13.3 Pro (Win10)

• Windows Ink
  Enabling or Disabling Windows Ink had no effect on this issue in my Win 7 + Huion setup. Disabling Windows Ink on my Win 10 + XP Pen system totally messed up tablet and mouse operation even outside of pencil 2D so the result is not known.
