My IREE removal PRs have been getting a bunch of conflicts, so I am planning on breaking up the changes into smaller chunks. A lot of the conflicts have been from the test code which has a lot of white space changes from removing for loops.

Steps:

• Remove IREE from pybammsolvers
• Remove IREE from docs
• Remove IREE tests
• Remove IREE from IDAKLU solver
• Remove helper functions and associated tests
