Describe the changes you've made

• Fix for not displaying metrics in certain conditions (predict_model is very confusing #1702) broke the run for cv=False (compare_models(cross_validation=False) and create_model(cross_validation=False) bug in time_series module #1713). This has been fixed now.
• Also, placeholder added for @Yard1 to parameterize for logging = True.
