FR: add support for `tex-fmt` as formatter

[Tex-fmt](https://github.com/WGUNDERWOOD/tex-fmt) is a new LaTeX/BibTeX formatter written in Rust. Would be awesome to have support for it as an alternative to `latexindent`!
