Introduce a new Decoroutinator extension to enhance coroutine stack trace debugging using DecoroutinatorJvmApi. Updated `settings.gradle.kts` and added necessary dependencies and configurations for the extension. This improves diagnostic capabilities when working with Kotest and coroutines. Fixes #4886
