Missing requirements.txt file in the docs section

**Description of the bug and steps to reproduce:**

In the listmonk/docs/docs directory's README, you can see 

```
- Documentation is in `docs` and is built with mkdocs (inside `docs`, run `mkdocs serve` to preview after running `pip install -r requirements.txt`)
```
But there is no such file.
