Is your feature request related to a problem? Please describe.

1. Move all proposals from website/docs/proposals back to docs/proposals so existing and future proposals don't get rendered as website pages.
2. Remove all website/versioned_docs/**/proposals folder since they are duplicates.
3. Read (website/)docs/proposals/20250609-model-as-oci-artifacts.md and create a new website page based on the proposal under the "Features" section called Model As OCI Artifacts, documenting the feature. Use images and diagram from the proposal when possible. The webpage should be available in from v0.5.0 to vNext.
4. Fix all links in all markdown files that they are not referencing non-existing URLs.
