Katib CI still uses legacy
tf-operatorandpytorch-operatorreleases insetup-katib.shas mentioned by andreyvelich . This PR updates the path to use the Kubeflow 1.4 manifest repo release with v1.3.0 release of Training Operator.Which issue(s) this PR fixes :
