Steps to Reproduce

1. Install version 1.13.1 from the zip distribution
2. Execute any command on Windows

Expected Behaviour

The command should execute correctly and display the normal output.

Actual Behaviour

Before executing the command, the following message appears four times in the command prompt:

'#' is not recognized as an internal or external command,
 operable program or batch file.

Note that this issue is related to the .bat launcher file and it affects all java-archive and jlink distributions for Windows.
