should_strip_components currently only checks for a single entry regardless of its type. To avoid stripping a single file as if it were a directory, extend the logic to inspect the tar entry header (e.g., using entry.header().entry_type().is_dir()) before returning true.

Add inspect_tar_contents and should_strip_components to file.rs. Update install_artifact to only extract once, improving efficiency and avoiding redundant extraction for single-directory tars.
