Feature Request

Support whitelisting rules, so I do not have to maintain a large configuration, that will eventually introduce breaking changes as new rules are created.

Description

Support for whitelisting rules

Desired Behavior of Feature

There was a decision that is well documented to document disabling rules on command line will take precedence. Seemingly, there is only a way via command to disable-rules=* that is not provided in configuration. Those two points combined make it so you can't just whitelist the rules that you are on.

What Are the Benefits of This Feature?

Easier configuration, less breaking changes (to the user as new versions are created), easier migration to bring on pymarkdown.
