Describe the bug
We were paged by our DNS team that the Istio proxies are generating ~300 requests per second.

Expected behaviour
We expected that this data would be cached, or polled slower.

Steps to reproduce the bug
This is a pretty basic setup.

Installation
Custom script, using helm template, post-processing scripts, and Shipit.
