FR: Handle transition from Lightstep to OpenTelemetry #40027
Description
In envoyproxy/envoy#21370, (direct) Lightstep support was removed entirely from Envoy. The future for Lightstep integration via Envoy is with the newly-added OpenTelemetry tracer extension.
Istio should add support for configuring the OTel tracer via Telemetry API and handle the deprecation and migration of existing Lightstep configuration options.
