(a) start with NO irssi config (e.g. create a test user account, su into that)
(b) irssi
(c) /connect -ssl irc.libera.chat 6697
say hello in a channel if you like, etc.
(d) one way or another (unplug network, turn off wifi, iptables block the connection, drop route, etc) drop the connection to libera
(e) fix the network, allow irssi to 'auto-reconnect' and it will persistently fail, guarunteed.
tomaw> suspending it with ^Z wil probably do the same more easily
(f) WORKAROUND: /rmreconns and /connect -ssl irc.libera.chat 6697 again... and it will connect fine, until the next time connection drops
