Additional telemetry data (feature usage, performance).

The intention here is to gain visibility of where our “users” / traffic has gone, when we start doing the gateway wind down; that when the traffic goes down, we can see some other implementation metrics go up somewhere. We realise these won't be 1:1 changes, as the request flows will be quite different, but we should be able to rationalise this to some degree, and make inferences.

Consensus seems to be that we can gain a lot of this from instrumentation in delegated routing. The remaining question is likely how we can get the lookup info from IPNI, we probably only want details about the requests, rather than user counts, so that we can try to correlate this with gateway traffic changes.
