Per #191, many ipfs/* repos are getting copied into this repo but they aren't being archived. If there is no activity on the repo and no one else has stepped up to maintain them, we'll archive them to send an ever clearer signal about their state.

This issue will be used to track the issues that will be archived and to provide updates during the archival process.
