Instead of creating dependencies on specific test jobs, make a final job that depends on the others that can be referenced instead. This will simplify mergify configuration. Update mergify to use the new easy dependency. Also ensure these jobs run if the workflow config changes. Signed-off-by: Russell Bryant <rbryant@redhat.com>
