Replace deprecated options in `outputs.mqtt`

Replace the following options in the plugin and provide a migration
```
  outputs.mqtt/batch                       ERROR since 1.25.2 removal in 1.35.0 use 'layout = "batch"' instead
  outputs.mqtt/topic_prefix                ERROR since 1.25.0 removal in 1.35.0 use 'topic' instead
```
