System and IINA version:

• macOS Ventura 13.1
• IINA 1.3.0 Build 132
• mpv 0.34.1

Expected behavior:

• Seek forward 3s or 30s.

Actual behavior:

• After I create a configuration file of key bindings from IINA Default, and update -> with Seek forward 3s or Seek forward 30s. When I press the -> in IINA Window，that will seek forward 3s and immediately seek forward 2s or that will seek forward 30s and immediately seek forward 2s.

How often does this happen?
