Recording feature flags moved to ResourcesDecoder to fix an issue where raw AndroidManifest is attempted to be parsed even when decoding without resources. Replaced remaining usages of FileInputStream/FileInputStream with their NIO equivalents for consistency with rest of code. Minor redundancy and format tweaks.
