Description
Currently, HOPR nodes who do not provide an ACK to the upstream node, do not get punished for their non-cooperative behavior. The result of that is that the upstream node will never get paid. At the same time, not sending an ACK to the upstream node but forwarding the packet to the downstream node and getting paid themselves is possible. This behavior is "not nice" but currently goes unpunished.
