Unable to use linuxbrew on ubuntu/fedora #23

When trying to force using brew on ubuntu or fedora I get this error

 linuxbrew has been disabled. You must first enable it before using it in app...

and if I try to enable it I get

 Native package managers cannot be enabled/disabled...

NOTE: I've tried both "linuxbrew" and "brew" keywords
