Summary

This HIP proposes a framework for Service Providers to influence the growth of the Network in the location where the data offload is most likely to happen.

Motivation

Currently, there is little guidance around the placement of Radios for Mobile Hotspot Owners. The provided information mainly focuses on the installation rather than on geographical optimization. The lack of direction in the growth of the Mobile Network is not optimal for building useful coverage.
