[BUG] Unable to select Harvester Cloud Provider in Rancher v2.7.x #3750

Describe the bug
With Harvester v1.1.1
For Rancher v2.7.2-rc7
To Reproduce
Steps to reproduce the behavior:
- Install Harvester with any nodes
- Import Harvester to Rancher
- Create RKE2 Cluster with Cloud Provider:Harvester
Expected behavior
User should able to select Harvester cloud provider.
Environment:
- Harvester ISO version: v1.1.1
- ui-source Option: Auto
- Underlying Infrastructure (e.g. Baremetal with Dell PowerEdge R630): Baremetal DL360 4 nodes
Additional context
Harvester v1.1-head (v1.1-b68df546-head) will not encounter this.
