What does this PR do?

Python 3.13 was released last October.

All tests run with Python 3.13. Only vLLM cannot be installed at the moment. Since it's an optional dependency, I don't think we should wait for it.
I therefore propose to officially support this version.

And we've already have some user using TRL with 3.13:
