What happened:
When an alert rule is configured on a library panel, the heart icon that typically indicates alert status does not appear on the panel when it's used in a dashboard, even though the alert is properly configured and functional.

The heart icon should appear on library panel instances in dashboards when alerts are configured, similar to how it works with regular panels.

How to reproduce:

1. Create a library panel with a query
2. Configure an alert rule on the library panel
3. Use the library panel in a dashboard
4. Observe that no heart icon appears on the panel, despite the alert being active
