Automating gr2m/helpdesk: comment on issue when show begins

I've laid out the current process for this repository at https://github.com/gr2m/helpdesk/tree/f085060fb98f61a005c9e79df15fdad6466c6a1a#how-i-use-this-repository.

I've automated some of the steps in past automating helpdesk shows. In this episode, I want to automate a comment on the issue when the show begins, informing everyone who is watching the repository or the issue that the show is about to begin.

Outline

1. Recap the automation of the schedule cron triggers in the previous episode
2. Automatically comment on show issues when it goes live
3. If we still have time: let's replace the scheduling of tweets with just tweeting from GitHub actions, so we don't rely on two different scheduling mechanisms. Also Twitter's scheduling feature didn't work reliably.
