It'd be really useful if there was a way to discover people happy to review PRs so the PR don't get abandoned waiting for the second review. I had the following two ideas that might work.

1. Add a reviewers section to the CONTRIBUTING.md file with people happy to be asked to review.
2. Add a pinned issue to the repo where contributors/maintainers can ask for a review and reviewers can subscribe to be notified of PRs needing a review.

The only other info worth sharing is that with a pattern like idea 1 it would be possible to automate adding a random reviewer to a PR once it has a maintainer approval.
