Problem

The link in the userguide/content/en/docs/best-practices/site-guidance.md file about links in Hugo is outdated and returns a 404 link : https://gohugo.io/content-management/cross-references/#use-ref-and-relref.

Here is what the original page was using the Wayback Machine :

I haven't yet found in the actual Hugo documentation a page that have the same data.

If I found a good fit, I will submit a PR to fix this.
