Fix scientific formatting to be correct. It appears Go is wrong and inserts non breaking spaces before and after the superscriptingExponent. ICU has the correct behavior. Go needs to be fixed itself.
Also fix double formatting such that
%sfor maps and list formats doubles as if by%sas well.
