repository clone/push works only when gogs-repositories directory included in the path

you create a repo and try to clone it

```
fatal: 'username/repository.git' does not appear to be a git repository
fatal: Could not read from remote repository.
```

when the path prefix `gogs-repositories` is used, it works fine.
