Issue description

GitExtensions.exe browse d:\path\to\repo
starts GE in a way that the BugReportInvoker is not invoked.
Then the detection of dubious ownership is not triggered.

Steps to reproduce

open a repo with dubious ownership using the Explorer context menu

Did this work in previous version of GitExtensions?
